That Council direct Staff to meet with representatives of the Nanaimo Prosperity Corporation, the Housing Nanaimo Working Group, and Anchor Corporation to discuss the proposed activation pilot for a community-governed, non-market housing delivery system, and report back to Council at the 2026-JUL-13 Governance and Priorities Committee Meeting with options for the City to fund and support the pilot as a founding partner, including de-risked funding options that release City funding upon the completion of pre-negotiated project milestones, with the goal of achieving the following objectives:

1. Deliver 300–400 units of non-market housing;

2. Secure $1–2 million in external grant funding and partner contributions; and 3. Determine the structure for, and launch, a permanent locally controlled platform for coordinated non-market housing delivery.
